Animal welfare is not presently a material consideration in the planning process; something RSPCA Cymru believes the Welsh Government should address.
Where planning applications concern issues such as farm or companion animal housing, the planning system should routinely consider the animal welfare impacts of the proposed development.
Local planning authorities may often list to concerns related to animal welfare, but an application may not be rejected on these grounds.
A change in the law would also ensure that applications would be subject to scientifically-proven consistent principles in relation to animal welfare. Whilst often well intentioned, present objections to applications concerning animal welfare on emotion and unproven claims; and lack any statutory basis.
Legislatively, the Planning (Wales) Bill offers an opportunity for the Welsh Government to ensure that relevant planning decisions in Wales do not adversely impact upon animal welfare.
